| 摘 要： | 在大型工程的建设过程中，可变因素多，风险高，安全管理难度大。通过安全管理难点分析，对“小业主大监理”、强矩阵型三级HSE管理模式及承包商管理、安全文化建设、制度建设、过程动态管理、考评考核等五大HSE管理机制进行了有益的探索，并在工程建设实践中得到有效的检验。

| Abstract: | Large project construction is featured with many variable elements and high risks,hence there are many difficulties in safety management. This paper analyzes the safety management difficulties,three-level HSE management matrix of Minor Customer,Major Supervisor,and five main HSE management mechanisms of contractor,safety,system,process and evaluation,which has been proved to be effective in construction practice. |
