| 摘 要： | 新疆水能资源丰富,开发潜力大,但由于各种原因,水能资源管理缺位,管理水平落后。水能资源管理工作不能充分体现科学发展观的要求,不能很好的满足农村水电建设的需要。本文从新疆的水能管理实际及水能资源的资源属性出发分析了水能管理的有关问题,研究了新疆水能资源管理的思路,提出了新疆水能资源开发管理的措施。

| Abstract: | Water energy resources are very abundant in Xinjiang autonomous region and the undeveloped potential is huge, but due to all kinds of causations, water energy management is vacant and the management lags behind, reflecting that the present water energy resources management can not fully satisfy the scientific development ideology requirement and rural hydropower construction demand. The paper based on the water energy practice in Xinjiang and water energy property analyzes the issues concerned, and studies the water energy management ideology and brings forward the management measures suitable for Xinjiang autonomous region. |
