农村小水电企业电力体制改革初探

小水电企业对促进工农业生产发展,改变山区贫穷落后面貌发挥了重要作用。同时我们也必须清醒地看到,相当一部分水电企业现有的管理体制和运行机制存在着诸多弊端,如产权不明,经营管理不善,负债沉重,设备老化失修等,严重影响了企业安全运行和发展。所以,迫切需要深化电力体制改革,实行资产重组和结构调整,建立现代企业制度,以适应电力市场竞争的要求。

Superficial Discussion on Power Sector Reform in Rural Small Hydropower Enterprises

Small hydropower contributes a great deal to the industrial and agricultural development as well as altering the poor visage for the mountainous areas. At the same time, quite a few hydropower enterprises have many problems in the present management system and operation mechanism, such as the property is unclear, operation and management are poor, running into debt, the equipment is aging and in disrepair etc. that seriously affect the safe operation and development of those enterprises. Therefore, it is in urgent need of deepening the power sector reform and reshuffling the capital and structure to build up the modern enterprise system to satisfy the requirement of power sector competition.
