北京的城市发展阶段对新城建设的影响

北京将建设新城作为疏解中心城职能和人口压力的重要战略。本文首先分析北京的城市发展阶段及其内在机理,借鉴巴黎和东京都市区当年建设新城的经验与教训,剖析现阶段北京市建设新城将会面临的难点问题。研究结果表明,在北京市目前的城市发展阶段,建设新城难以起到疏解中心城人口压力的目的,反而容易使新城成为容纳外来人口继续向北京市迁移的集聚地,进一步造成城市建成区的蔓延和城市人口的大量增加。

INFLUENCE OF URBAN DEVELOPMENT STAGE OF BEIJING ON THE DEVELOPMENT OF NEW TOWNS

The new towns construction is an im-portant strategy of extracting Beijing's function and population.This paper examines the development stage of Beijing and analyzes the suburbanization mechanism of the city.By reviewing the experiences of Paris and Tokyo in the new town development,it presents the potential difficulties in the new towns construction of Beijing.It finds that at the present development stage,the new town construction will not reduce the population of the city.On the contrary,it will probably attract more immigrants which will cause the population increase and land expansion of the city.
