摘    要:电力市场环境下,可中断负荷资源的有效调度,不仅有赖于可中断负荷合同的承诺,而且有赖于可中断负荷的积极响应。文中将保险机制引入可中断合同设计中,电力公司根据系统需求和用户申报的可中断能力与信誉度,确定可中断负荷保险金和赔偿金,签订可中断合同。这一机制将促进用户提高自身的信誉度,降低其违约概率,以减小支付赔偿金的可能性,实现用户对可中断负荷资源的可靠提供。通过算例验证了在可中断合同中引入保险机制的有效性。

Abstract:In the electricity market,the effective operation of interruptible load resource not only depends on the interruptible promise,but also lies on active response of interruptible load.The insurance mechanism is introduced into the design of interruptible load contract,which consists of interruptible load insurance and basic interruptible load contract.The utility fixes the premium and compensation and then signs the interruptible load contract with the customer based on the interruptible capability and credit standing declared.This mechanism can induce the customer to improve the credit rating and lower the probability of default,eventually reduce the possibility of payment of compensation and provide interruptible load resource reliably.Finally,a calculation example is given and the results demonstrate the effectiveness of the insurance mechanism.
