基于随机前沿生产函数的工业用电能效研究

摘    要:基于柯布-道格拉斯生产函数,采用随机前沿分析方法对1995—2015年中国30个省区的全要素工业用电能效变动进行了测算和分解。研究结果发现:中国工业用电能效年均提升了1.34%,技术变化是工业用电能效提升的主要促进因素,技术效率变化对工业用电能效提升起微弱的抑制作用,规模效率变化是工业用电能效提升的主要障碍;省市自治区工业用电能效变化出现分异现象,工业用电能效不断靠近生产前沿面的主要是处于工业化进程后期以及轻重工业均衡发展的省市自治区,而远离生产前沿面的主要是处于工业化进程前期以及工业结构呈现重化的省市自治区。

Abstract:Based on the Cobb-Douglas production function,the stochastic frontier analysis method is used to measure and decompose the changes in the energy efficiency of all-factor industrial electricity in 30 provinces and autonomous regions in China from 1995 to 2015.The research result shows that China''s industrial energy efficiency has increased by an annual average of 1.34%.Technological change is the main contributing factor to the improvement of industrial energy efficiency and technical efficiency change also has a weak inhibitory effect on the improvement of industrial energy efficiency while scale efficiency change is the main obstacle.There is a differentiation in the change of industrial energy efficiency among each province.The provinces where industrial energy efficiency is close to the production frontier are mainly in the late stage of industrialization or with a balanced development of light industry and heavy industry.Oppositely,those provinces far away from the production frontier are mainly in the early stage of industrialization or with an industrial structure with the trend of heavy industry.
