摘    要:江苏省秸秆大规模综合利用的关键瓶颈是体系化建设不足,不能提供系统、长期、有效的引导和支撑。体系建设的首要工作是要创新体制机制,使之能够有效地引导科研、人才和资金等资源要素汇聚融合,以建立省级协同创新中心,破解制约体系发展的重大问题,从而稳步、有效和快速地推进全省秸秆高效综合利用体系的构建,并为全国起到示范作用。基于江苏省秸秆资源的利用现状和规划,借鉴国际先进经验和科技发展趋势,提出了构建江苏省秸秆高效综合利用体系的对策和措施。

Abstract:The key bottleneck restricting large-scale comprehensive utilization of crop straw in Jiangsu province is still shortage in the system construction that is now unable to afford a systemic, lasting or effective leading and support. The first task for this system construction is to create innovation mechanisms, by which scientific research, talent, capital and other factors will be easily combined together to set up a provincial co-innovation center with a stronger and higher competence to solve major problems. Therefore it is much easier to upbuild steadfastly, effectively and fast a provincial effective comprehensive utilization system and then develop a model in china. Based on the status and governmental plan in Jiangsu province, strategies and measures were put forwarded to construct the effective comprehensive utilization system of crop straw in the sight of the international advanced experience and technology development.
