This article discusses the counter measures which should be adopted in the respects of raising ement benefits of running college deepening the educational reform,strengthening manage, increasing the educationa quality and running college at different levels and through many channels and by means of combination etc. by the grain institutions of higher learning according to the needs of the development of the grain higher education reform and opening and the development of economic construction.
