A Discussion of Karamay Model in Construction of Home Fixed Broadband Access Network

Home fixed broadband access has signif- icant characteristic of natural monopoly. It is impor- tant to protect the right of users to choose fixed broadband operators. Karamay City, Xinjiang, ac- tively promotes the convergence of three networks, and has formed their model for operators jointly building broadband access networks and sharing the infrastructure. In this way, operators will be e- qual to participate in the construction of fixed broadband access, which can not only save money, but also create a competitive market environment.
