| Abstract: | In this paper the significance of transforming institution into enterprise and setting up system for engineering reconnaissance and design institutes is introduced. Based upon successful experiences of Hebei, Shandong and Jiangsu and combined with practical situations of our province some proposals are proposed for transforming institution into enterprise and setting up system. |
