| 摘 要： | 在计划经济向市场经济体制逐步转轨和建立的今天，城市规划在基础理论和政策规范等方面都面临着许多新问题。从当个城市大规模的区段开发和城市结构迅猛更新的现实需要上看．重构城市规划基础理论体系已十分迫切。本文从对现存规划基础理论体系的构成分析出发，提出了建构新的城市总体规划和区段规划学说的初步设想，以及规划理论与实践接轨的政策发展等问题．
