摘    要:由于自然因素和社会因素的交互影响,海河流域水土流失严重,生态环境恶化,制约了流域经济社会的可持续发展。为了再造秀美山川,海河流域水土保持生态建设必须调整战略、科学规划、因地制宜、综合治理,根据黄土丘陵区、华北土石山区、华北石质山区、坝上风沙区和平原风沙区的具体情况和特点,采取工程和非工程措施全面建设和恢复生态,实现人与自然和谐相处、共同发展。

Abstract:Due to interactive influence of natural factors and social factors,water and soil loss in Haihe River Basin is serious and eco-environment is deteriorating,which restrict the economic and social sustainable development in the Basin.In order to rebuild the beautiful mountains and rivers,strategy adjustment,scientific planning,and integrated control should be done for water and soil conservation ecological construction.According to the scientific conditions and features of loess low-relief terrain,North China earth-rock mountainous area,North China rocky mountainous area,Basha sand area and plain sand area,the overall engineering and non-engineering measures need to be taken to construct and rehabilitate the ecology,to realize the harmonious existence and joint development of human and nature.
