Abstract: | Abstract The Secretariat for Strategic Industry in Libya, responsible for the development of the fast‐growing non‐oil industry sector, has launched an ambitious program to introduce personal computer‐based information networks throughout the industry. The goals are twofold. First, to improve the possibilities of monitoring industry performance from the Secretariat's level; and second, to improve productivity in office work so that office personnel can be released and transferred to production in industry. The purpose of the paper is to discuss some of the opportunities and difficulties encountered in the first implementation phase of this project. The author has been involved in the project as an advisor to the Secretariat. |
