我国清洁发展机制(CDM)项目实施现状和政策建议

近年来,气候变化逐渐成国际社会最受关注的环境与发展问题。清洁发展机制(CDM)项目在降低发达国家减排成本的同时,可为发展中国家带来额外资金和先进技术,实现环境和发展的双赢,因此近年来在我国蓬勃发展。但随着实践的深入,中国CDM项目也暴露出一些亟待解决的问题。本文对CDM项目在中国的实施情况进行了回顾,对存在的问题进行了初步分析,并对改善我国CDM项目的管理和实施提出了建议。

CDM Implementation in China and Related Policy Suggestions

In recent years, climate change has become the most debated environmental and development issue in the international community. The Clean Development Mechanism (CDM) can lower the cost of emission reductions of developed countries, while bringing additional financial resources and advanced climatefriendly technologies to developing countries, thus achieving a win-win situation between environmental protection and development. With the burgeoning of CDM projects in China, a lot of problems resulting from CDM implementation also emerge. This paper undertakes a comprehensive review of the CDM implementation in China, conducts preliminary analysis of the problems emerged, and makes suggestions on the management and implementation of CDM projects in China.
