论周馥在两江总督任期的经济改革举措

两江总督的辖区是清代全国的财赋重心，社会经济出现了各种新气象，但到晚清时期也暴露出许多问题，如外国资本主义的经济侵略日甚一日、两淮盐政废驰、金融市场混乱、矿业弊病丛生等等。周馥于1904年11月至1906年9月担任两江总督。在近2年的任期内，周馥整饬盐政；勘查三江矿藏，发展民族矿业；整顿海关，发展对外贸易；学习西方，发展新式渔业；竭力稳定金融市场秩序等，这些措施取得了一些成效，对江苏、安徽、江西3省社会经济的发展起了一定的推动作用。

Zhou Fu's Economic Reform Measures in His Term of Governor General of Jiangnan and Jiangxi Provinces

Jiangnan and Jiangxi provinces are the most important financial and taxes area in Qing Dynasty.The social economy turned on a new look,but many problems came up in the late Qing Dynasty,such as foreign capitalistic economic invasion,broken-down of Liang Huai salt administration,chaos of financial market and mining industry.Zhou Fu was appointed governor general of Jiangnan and Jiangxi provinces from October 1904 to September 1906.In two years of his term,Zhou Fu rectified salt administration and explored San Jiang mineral resources and developed national mining industry.He also rectified customs,learned from the western countries developed new fishing industry and stabilized financial market,all of which promoted social and economic development in Jiangsu,Anhui and Jiangxi provinces.
