水利工程安全第三方监督管理模式初探

水利工程建设规模巨大,技术复杂,施工过程涉及专业较多,管理难度大。针对水利工程安全生产管理存在安全职责划分不明确、安全生产管理意识不强以及相关部门监管力度有限等问题,提出第三方安全监管模式。以湖北省鄂北地区水资源配置工程为例,对水利工程安全第三方监管模式的管理目标、服务范围、服务方式、服务成效等进行了探讨。这种监管模式在工程实际应用中取得了良好的成效,可极大地减少水利工程事故的发生率,提高安全生产管理水平。

Preliminary study on third-party safety supervision and management mode in water conservancy projects

Water conservancy projects are large in scale, sophisticated in technology, involving multiple different majors in construction processes and thus difficult in management. Aiming at problems in construction safety management of water conservancy projects, such as the ambiguity in safety responsibility division, weak consciousness in construction safety management, and limited supervision strength from related department, a third-party safety supervision mode is proposed. Taking Water Resources Allocation Project in North Hubei Province as an example, the objectives, service content, service mode and service effect related to third party supervision are discussed. The practical application of the mode achieved good results, which could sharply decrease the occurrences of accidents and improve the level of safety management.
