2016年长江洪水特点与启示

摘    要:受超强厄尔尼诺事件以及西太平洋副热带高压偏强偏西等海洋、大气环流、气候因子共同影响,2016年长江中下游梅雨期降雨异常偏多、暴雨过程频发,发生区域性大洪水,部分支流发生特大洪水。详细分析了2016年长江洪水的暴雨成因、暴雨特征以及洪水特点,深入剖析了长江中下游水位持续偏高的原因,并提出了关于长江中下游防洪形势变化的5点启示,以期为灾后重建提供参考和借鉴。

Abstract:Due to the co-effect of ocean, atmospheric circulation and climate factors like extraordinary El Nino event and extra strong power of the subtropical high in Western Pacific, the precipitation in middle and lower reaches of Changjiang River during the Plum rain in early summer of 2016 far exceeded the normal level and torrential rainstorm frequently occurred, causing extraordinary flood in some regions and tributaries. The causes and characteristics of the extraordinary rainstorm and flood were analyzed in details, the reasons of sustaining extra-high water level in middle and lower reaches of Changjiang River were studied in depth, and five aspects of lessons learned from the flood control situation changes in the basin were put forward, which can provide reference for post-disaster construction.
