摘    要:生态恶化正成为制约我国经济可持续发展的重要因素,加强生态监测网络建设,并有效监控生态环境变化,是生态环境保护和建设的基础性工作。提出了生产建设项目中"天地一体化"水土保持监测网络架构,并重点探讨了高、中、低空遥感影像结合,监测自动化,天地一体化通信及数据传输等技术,补充了相关标准和网络保障体系等内容,最后还指出了"天地一体化"水土保持监测的发展方向。

Abstract:Ecological deterioration is becoming a significant factor restricting China's economic development. In the protection and construction of ecological environment, strengthening the establishment of ecological monitoring network and effectively monitoring the environmental changes are the basic works. An integrated "space-ground" monitoring network frame for soil and water conservation of construction projects is put forward. This paper emphasizes technologies such as the combination of high altitude, medium-altitude and lower-altitude remote sensing images, construction of monitoring automation, space-ground communication and data transmission, supplements relevant standards and network assurance systems, and also points out the developing direction of the "space-ground integration" monitoring on soil and water conservation.
