摘    要:水土保持监测站网建设是监测工作的基础。三峡库区及其上游的金沙江下游、嘉陵江流域、沱江流域、乌江上游是长江流域水土流失集中区,严重的水土流失制约了生态文明建设进程,影响经济社会的健康发展。立足于长期为三峡工程生态环境建设与保护管理、三峡库区生态文明建设提供技术支撑和信息服务这一根本出发点,提出了由1个流域监测中心站、5个省级监测总站和38个监测点组成的三峡库区及上游水土保持监测站网建设思路,以及以协同站网区域监测、典型监测和人为水土流失监测为方法体系的不同尺度、不同对象的水土保持监测信息服务模式,旨在全面掌握三峡库区及上游水土流失状况及变化趋势。

Abstract:Construction of soil and water conservation monitoring station network is the groundwork for monitoring. The Three Gorges Reservoir area, lower reaches of Jinsha River, Jialing River Basin, upper reaches of Wujiang River and Tuojiang River Basin are the concentrated areas of soil and water loss in Yangtze River Basin. Serious soil and water loss has restricted the process of ecological civilization, and affected the healthy development of economy and society. Based on the fundamental starting point of providing technical support and information service for ecological environment construction, protection management of the Three Gorges Project and ecological civilization construction in the Three Gorges Reservoir area, the construction ideas of the soil and water conservation monitoring network in the Three Gorges Reservoir area and its upper reaches were put forward. The network was composed of one watershed monitoring center, five provincial monitoring stations and thirty eight monitoring points. Furthermore, in order to get hold of the overall situation of soil and water loss and its variation trend, the monitoring information service mode of different scales and objects were also put forward based on the method system of regional monitoring by cooperative station network, typical monitoring, man-made soil and water loss monitoring.
