摘    要:2016年长江流域发生1998年以来最为严重的洪涝灾害,在党中央、国务院和国家防总的关怀和领导下,经各方共同努力,取得了抗洪全面胜利,实现了“两个确保”的抗洪目标。在总结2016年长江防洪主要成效的基础上,分析了长江防洪减灾工作存在的主要问题,提出了扎实推进长江防洪减灾工作的建议,强调长江防洪减灾工作要按照“两个坚持、三个转变”的总体要求,切实转变工作思路,牢固树立灾害风险管理和综合减灾理念,不断完善防洪减灾综合体系,全面提升全社会抵御洪涝灾害的能力。

Abstract:The most serious flood disaster since 1998 happened in Changjing River Basin in 2016. Under the leadership and care of the Central Committee of the CPC, the State Council and the Headquarter of State Flood Control and Drought Relief, and with the effort of all parties, we achieved great success in fighting the flood, guaranteeing security of the people's lives and essential infrastructures. Based on summarizing the effects of flood control work in 2016, we point out the existing problems in flood control of the Changjiang River basin, and further put forward suggestions in enhancing the flood control work of the basin. The general demand of "two principles and transformation from three aspects" for flood control work is emphasized. It is required that we should transform the working ideas and set up concepts of disaster risk management and comprehensive disaster mitigation, and further perfect the comprehensive system of flood control and disaster mitigation to improve the whole society's disaster resisting ability.
