柘溪水库防洪调度问题及应对措施

大型水库在流域洪水防御中发挥着重要作用,研究大型水库防洪调度中面临的实际问题,对于充分发挥水库防洪减灾效益、保障流域防洪安全和社会经济健康发展具有积极的现实意义。以湖南省资水流域的柘溪水库作为研究对象,分析了在自然、社会条件变化发展中柘溪水库防洪调度面临的4个新问题;针对这些问题开展研究实践,归纳了在实际调度工作中采取的5条相应防洪调度措施;以柘溪水库2016年"7·4"特大洪水防洪调度为例,论述了具体工作措施及取得的成效。指出水库防洪调度应以问题为导向,加强对影响防洪的因素研究,优化防洪调度措施,以达到充分发挥水库防洪减灾综合效益的目的。

Flood control dispatching problems and countermeasures of Zhexi Reservoir

Large reservoir plays an important role in flood control. Therefore, studying practical problems in flood control dispatching process has a positive practical significance in giving full play to the benefit of reservoir flood control and disaster mitigation, ensuring the flood control safety of drainage basin and promoting healthy development of society and economy. Taking Zhexi Reservoir on Zishui River in Hunan province as an example, we analyzed a series of new problems occurred in its flood control dispatching process under the changed natural and social conditions. Moreover, we researched these problems and summed up some countermeasures taken in practical dispatching work. Taking the "4th, July" extraordinary flood control dispatching of Zhexi Reservoir in 2016 as an example, we analyzed detailed countermeasures and the achieved positive effect . Finally, we pointed out that the reservoir flood control dispatching should be problem-oriented, the study on flood control influencing factors should be strengthened, and countermeasures for the flood control dispatching should be optimized to achieve the goal of giving full play to the comprehensive benefits of reservoir flood control and disaster mitigation.
