厄瓜多尔全国流域综合规划项目实施回顾

厄瓜多尔位于南美洲,其地理位置优越,水资源充沛但分布不均匀,水资源与人口及经济社会发展不匹配,特别是人民生活受水旱灾害影响以及农田灌溉缺水问题比较突出,再加上污水无序排放导致水体污染,更加剧了水资源供需矛盾。为解决上述问题,该国水资源秘书处委托笔者所在单位(长江勘测规划设计研究院)承担厄瓜多尔全国流域综合规划工作。在规划中通过综合比较世界各国标准,推广了中国规范和标准;全程贯彻信息化技术,提高了规划水平;通过国际项目参与锻炼了人才队伍,积累了国际项目管理经验。相关管理经验可供今后开展海外水资源综合规划时参考。

Review on implementation of nationwide integrated plan of river basins in Ecuador

Ecuador in South America enjoys a privileged geographical location, where the water resources are abundant but with uneven distribution. The existed problems such as mismatch of water resources and socio-economic development, frequent occurrence of flood and drought that affect the people's lives severely, shortage of irrigation water, together with disorder discharge of polluted water all have been aggravating the water supply. To resolve the problems above, the water administrator entrusted the author's company to undertake the National Integrated Planning of River Basins in Ecuador. During the planning, the Chinese specifications and standards were promoted by comparing with other sets of standards, and the informatization technology was applied in the whole process, which was helpful to raising the level of planning, and also the talent team had accumulated experiences of foreign water projects.
