太湖流域城市防洪建设的进展、问题和对策

回顾太湖流域 2 0世纪 90年代城市防洪建设的进展 ,分析城市防洪存在的问题 .太湖流域的城市防洪正面临城市范围扩大和城市数量增加、流域防洪设计雨型变化、防洪标准较原规划标准提高等三大变化 .提出按照现代化水利的要求做好规划 ,继续加大资金投入 ,抓紧治理地面沉降 ,加强非工程措施等加强城市防洪建设的对策 .指出在传统水利向现代水利的转变中 ,城市防洪的重要性仍不容忽视

Advances and Problems in and Countermeasures Against Urban Flood Control Construction in Taihu Lake Basin

First, advances in the construction of urban flood control in the Taihu Lake Basin in 1990′s are reviewed and some related problems are analyzed. Then changes the urban flood control of this area is facing are listed:the enlargement of urban region and the increase of urban quantity, the variation of precipitation type designed for flood control, and the improvement of flood control standard. Based on the above, some countermeasures are proposed, such as modern urban flood control planning, consecutive engineering investment, ground surface depression regulation, nonstructure measures strengthening and so on. Finally, it is pointed out that the importance of urban flood control should not be neglected in the transformation of traditional water conservancy to modern water conservancy.
