| Abstract: | To implement Shanghai Comprehensive Planning effectively, the municipal government is establishing the short & medium term policy, scheduled the construction steps of three, five, and eight years respectively. This paper gives a brief review on the history and experiences of Shanghai Comprehensive Planning establishment and administration since 1986, when the first edition of Shanghai Comprehensive Planning in 1980's was finished. It brings forward the basic principal, overall targets, key issues, and main policies for establishing the planning. |
