北运河流域管理体制机制的发展方向

通过对北运河流域自然环境和社会环境的分析,结合其流域面积广阔、涉及区县众多的特点,提出适合北运河流域发展的体制机制。在推行＂流域管理与区域管理相结合＂的管理模式下,遵循流域统筹规划、流域综合治理、流域统一协调的原则,采取＂统筹规划、标准划一、主动参与、部门协商＂的方式,制定考核机制、协商机制、参与机制、宣传机制和问责机制等,建立水资源保护、水资源配置、防洪减灾三大体系,以北运河综合治理为契机,实现全流域污水防治资源化的目标。
