广西北部湾经济区水资源合理配置研究

随着国家区域发展总体战略和西部大开发的深入推进,广西北部湾经济区将成为我国沿海经济发展新一极。根据跨越式发展条件下经济社会发展与水资源开发利用的特性,并结合广西北部湾经济区的经济社会和水资源特点,提出了该区域水资源配置的基本要求和配置机制;在水资源系统概化基础上,构建了基于水量水质联合调度的水资源配置多目标优化模型;利用水资源配置模型进行了广西北部湾经济区各水平年的水资源供需平衡分析;根据推荐配置方案和配置格局,分析了重点地区的水资源供需发展趋势,并提出了水资源保障及调控措施建议。

Study on rational allocation of water resources in Beibu Gulf Economic Area of Guangxi

With implementing general national strategy of regional development and western development, Beibu Gulf Economic Area of Guangxi will be a typical model of coastal economic development in China. In the paper, summarizing theory and methods on water resources allocation both at home and abroad, adaptability of the theory on water resources allocation to Beibu Gulf Economic Area is ana- lyzed. In accordance with the characteristics of economic and social development and water resources utilization under the condition of leaping development, combined with actual situation of economic and social development and water resources in Beibu Gulf Economic Area of Guangxi, the base requirement, allocation mechanism and allocation pattern of water resources in the area is proposed. On the base of water resources system generalization, muti - objection optimal allcatiion of water resources based on the water quality and quantity joint allocation is established. Then by using the model, the balance of supply and demand of water resources is analyzed in Beibu Gulf Economic Area of Guangxi for different horizon years. Finaly, based on the recommended allcation scheme and allocation pattern, the trend of water resources supply and demand in important regions are analyzed, and regulation measures of water resources are proposed.
