宏观层面地下空间产权分区规划研究

摘    要:随着地下空间重要度的进一步提升,地下空间的公共活动承载量、人性化设计要求、景观环境需求及建设标准不断提高,地下空间一体化开发的需求变得十分强烈,但是开发过程中涉及的产权问题往往成为这类项目的最大障碍,为了有效规避因产权问题带来的地下空间建设方面的问题,就需要在开发之初的宏观规划层面对产权模式进行研究和分区引导。本文结合济南新旧动能转换先行区地下空间专项规划,从宏观层面出发,将产权分区相关内容融入到地区顶层规划中,对地下空间产权分区提出引导和控制,可为类似地区的地下空间规划提供借鉴和参考。

Abstract:With the further improvement of the importance of underground space, the public activity capacity, humanized design requirements, landscape environment requirements and construction standards of underground space continue to improve, and the demand for integrated development of underground space becomes very important, but the property rights involved in the development process often become the biggest obstacle. In order to effectively avoid the property rights problem zone in the construction of underground space, we need to study and guide the property right mode in the macro planning level at the beginning of development. Based on the planning of underground space in Jinan prior zone for replacing old growth drivers with new ones, from the macro level, this paper integrates the property right zoning planning into the regional top-level planning, and proposes guidance and control for the property right zoning of underground space, provide reference for the underground space planning in similar areas.
