| 摘 要： | 针对上海市停车位短缺、停车场布局不合理、“停车难 ,乱停车”等问题 ,本文突破了就停车需求而提供停车设施的工程观点 ,总结了其他国家和地区的成功经验和教训 ,从需求原则、效率原则、系统原则、法制原则和市场原则出发 ,对停车设施的配置标准、规模、布局、建设、管理等问题提出具体的解决对策。
