| 摘 要： | 黑龙江省鹤岗市是典型的煤炭城市，因煤而立，因煤而生，至今已有近百年的煤炭生产历史，形成以煤炭工业为主导的经济体系和典型的工矿城市特征。2011年底，鹤岗市被列为全国第三批资源枯竭型城市。本文对鹤岗市资源环境承载力进行了分析，对其国土空间进行了评价，为其转型发展提出对策建议。
