破析建筑业国企改革征程的新思维

国有建筑企业成长发展的诸多问题始终没有得到解决。本文将计划经济体制和社会主义市场经济体制视为两个在时间上连贯的系统,在系统转化过程中,两个体制的重心(质点)实现跃迁的内在重心不一致,导致了建筑业国企改革受阻。两个体制外的力量融合性不够可能是最大的原因。提出了体制“代沟”的假设,给出了发展原生型经济体制来弥补两种体制间隙的建议。

Reflect to the Progress of Construction State-owned Enterprises

The puzzles of the development and growth of the construction state-owned enterprise have never been to be resolved. This paper adopts the following research methods that the planned economy and the market economy have been regard as the two transform systems, which ensue from the former to the later. The gravities of this two transform system don't disagree with each other in the transition, and this inherence has become the baffle for the construction state-owned enterprise's progress. But the amalgamation between the related strengths of the two systems may make up the clearance, so this paper puts forward a hypothesis, which is the generation gap between the two systems. At last, the paper advises that the clearance could be diminished by developing the primary type economy in our country.
