摘    要:分析近10年土工膜土石坝建设萎缩的主要原因:一是由于SL274—2001《碾压式土石坝设计规范》相关规定的限制;二是由于2005年错误批判北京圆明园荷花池铺复合土工膜防渗事件。结合工程实例介绍抽水蓄能电站上水库、水库全库盘、平原水库、河川水库等用土工膜防渗的成功经验,以及1座河川水库因铺膜施工不当而失败的教训。介绍了电力行业DL/T5395—2007《碾压式土石坝设计规范》(代替SDJ 218—1984《碾压式土石坝设计规范》),该规范规定坝高30~100 m的坝可用土工膜防渗,这必将推进土工膜土石坝的发展。

Abstract:The causes for the reduction in geomembrane earth-rock dam construction over the last ten years are analyzed: 1) the SL 274—2001 Design Code for Rolled Earth-Rock Fill Dams was published,limiting the construction of geomembrane earth-rock;and 2) a seepage prevention plan for Yuanmingyuan Garden adopting composite geomembrane was inaccurately criticized by the Environment Bureau and certain citizens.There have been successful experiences of seepage control using geomembrane in the upper reservoirs of pumped storage power stations,total reservoir beds,plain reservoirs and river reservoirs.An analysis is provided of lessons from failure due to incorrect construction in one of the river reservoirs.The DL/T 5395—2007 Design Code for Rolled EarthDrock Fill Dams is also introduced.It can replace the SL 274—2001 design code.In the DL/T 5395—2007 design code,geomembrane earth-rock dams from 30 m to 100 m in height are allowable.This will promote the development of geomembrane earth-rock dams.
