重庆市农业人力资本现状分析与环境建设

运用人力资本理论 ,通过对重庆市农业人力资本现状的考察 ,总结其特点 ,指出了重庆市农业人力资本存在的主要问题 ,如人力资源丰富但人力资本稀缺、农业人力资本投资不足、流动无序等 ,同时 ,分别从政府和农村家庭及个人的角度出发 ,对重庆市发展农业人力资本的环境建设和行为革新提出了建议。

Analysis on the Status Quo and Environment Construction of the Agricultural Human Capital in Chongqing

By means of human capital theory and through the investigation of the status quo of the agricultural human capital in Chongqing and the summarization of its characteristics, this paper points out the main problems existing in the agricultural human capital in Chongqing, such as the lacking of human capital despite of rich human resource, the inadequacy of agricultural human capital investment, disorderly flow, etc. In the meantime, this paper puts forward proposals as to the environment construction and behavior reform of developing the agricultural human capital in Chongqing from the perspectives of government, agricultural families and individuals.
