试论城市规划应遵循的普遍伦理

城市规划所涉及和面临的大量社会性、伦理性、甚至政治性问题,其实质是基于一定价值取向的利益调整与平衡问题,以解决在空间和土地资源方面彼此矛盾的需求。城市规划的社会公平性,集中体现在遵循以维护公共利益为重、以保护弱势群体利益为先的伦理价值取向,这可称之为规划问题上的普遍伦理。

STUDY ON THE BASIC ETHICS OF URBAN PLANNING

This paper argues the essence of social, ethics even political problems that urban planning confronts and involves is the balance of interests among diversified value tendency to handle with the conflict demand in space and land resources. It indi- cates that social equity of urban planning, in other words, basic ethics in planning is embodied in ethic tendency which aim at maintaining the public inter- ests and protecting the interests of disadvantaged groups.
