| 摘 要： | 随着我国城市交通需求的增加和交通问题的日益突出，优先发展公共交通已经成为城市交通发展的必然选择，在不同的层面上，公交优先有不同的内涵，本文从规划优先是前提，政策优先是保障运行优先是基础三个层面论述了城市公交优先的发展策略。

| Abstract: | With the increase of traffic demand andthe increasing seriousness of traffic problems in Chi-nese cities, giving priority to the development ofpublic traffic system would be a necessary choice forthe development of city traffic. On the differentaspects, the bus priority has different implication.The paper discusses the development strategy of citybus priority on such aspect as plan priority beingpremise, policy priority being guarantee and run-ning priority being base. |
