我国村镇综合防灾规划的问题与对策研究

近年来我国村镇地区灾害频发、损失严重，编制综合防灾规划的意义重大，但具体编制工作仍举步维艰。本研究认为村镇综合防灾规划具有独特性，不能完全照搬城市综合防灾规划，村镇综合防灾规划的困境在于指导性的法律体系不健全、编制体系不够完善、管理实施困难。本文借鉴了美国和日本地方综合防灾规划的经验，指出我国村镇综合防灾规划对策在于完善规划法律体系、完善规划编制体系、突出规划的实施性、重视防灾避难空间建设、探索规划实施的新机制等，并以神农架松柏镇为例加以佐证。

Exploration on Problems and Solutions of Comprehensive Disaster Prevention Planning for Villages

In recent years, disasters happen frequently in village areas, which havecaused serious losses. Therefore, it is of great significance to draw a comprehensivedisaster prevention plan, but specific drafting struggles to make progress. The villagecomprehensive disaster prevention plan should be unique rather than completely followthe urban one. The paper analyzes problems of the plan, including the imperfection ofinstructional legal system, and compiling system as well as difficulty in governing.According to the experience of American and Japanese comprehensive disaster preventionplan, the paper proposes that Chinese plan should improve the legal and compiling systems,pay emphasis on the practice of the plan, the construction of refuge space and explore newmechanisms to practice the plan, by taking Songbai Town as an example .
