| Abstract: | Implementation of Stringent Water Resources Management System is a systematic approach and permanent subject of water conservancy. In order to implement the system effectively, it is necessary to innovate water resources management system, improve legal system and draw ＂three red lines＂ for water development and utilization, pollution control and water use efficiency, and perfect water metering and monitoring and warning system, and moreover carry out legal, administrative economic and technical measures. |
