| 摘 要： | 基于最严格水资源管理制度的要求,探讨了在我国实行用水总量控制的必要性;从制度设计和最严格水资源管理的需要,讨论了用水总量控制制度构建的主要内容;结合目前全国用水总量控制指标分解情况,探讨了用水总量控制指标制定的原则、依据、方法和技术流程;针对目前我国用水总量控制制度建设与控制指标分配工作,提出相关对策建议。

| Abstract: | The importance of implementing stringent control of total water use is discussed in accordance with the requirements of stringent water resources management system approach. In view of design of the system and guidance of stringent water resources management, the main contents of establishment of control system are discussed. The principles, baseline, method and technical process for the establishment of control indictors based on the current national indicators of decomposition of total water use control are presented. Finally, suggestions are made regarding to the system establishment for the control of total water use and allocation of control indicators. |
