水利工程概(估)算中的问题及思考

2003年建设部、财政部相继发布了《建筑安装工程费用项目组成》及工程造价相关文件.近年,建筑市场劳务工资涨幅较大,材料价格波动频繁,涨势不减.而水利工程概(估)算仍执行水利部水总[2002]116号文,这给水利工程投资控制带来不小难度,给工程量清单计价带来一定困惑.有必要根据现时的市场经济及国家出台的相关法规、政策要求,按照水利工程专业特点、结合工程属性及工程参建各方权责,修改项目划分,并按照适应招标投标竞争定价的需要,科学合理地对项目、费用组成及计算标准进行调整.

Relevant issues related to cost estimate of water conservancy project

In 2003,regulations on cost estimation such as Formation of Estimated Cost of Construction and Installation Projects were issued jointly by the Ministry of Construction and the Ministry of Finance.However,these regulations can no longer be used for controlling the investment of water conservancy project because of the continued increase of labor and materials costs and fixed standards issued by the Ministry of Water Resources.Therefore,the relevant standards need to be modified according to the new policies and regulations and market situation.In line with the special features of water conservancy project,necessary adjustment needs to be made on the division of project,cost composition and calculation standard which should adapt to needs of pricing in bidding competition.
