河南新型抗旱服务组织建设模式研究

河南省抗旱服务组织坚持面向农村基层,构建多层级的抗旱社会化服务网络体系,并在发展中不断拓宽服务功能,在抗旱减灾工作中发挥了巨大作用。在分析抗旱服务组织建设可行性和必要性的基础上,提出了新型抗旱服务组织的建设模式,即长效机制模式和专业化与社会化相结合的模式,把防防汛抗旱服务组织建设成为水利社会化服务体系的核心力量。

Studies on establishment of new types of drought relief service institutions in Henan Province

Drought relief service institution is one part of socialized service system in agricultural production and embodiments of the water department for providing social services. The drought relief organization in Henan Province has played a big role in drought relief and disaster reduction in rural areas. A new type of service model that employs professional team for long-term service provision in line with the market situation is proposed based on feasibility and necessity of setting up these organizations. The types of service organizations can be also divided, such as organizations with government support, being a pilot for demonstration, having multi-functional services and integrated with other businesses, to provide theory support for policy.
