海河流域现有综合规划是1986年编制的，已经难以适应现今流域经济社会快速发展的要求，必须站在新的制高点上进行修编。结合流域当今特点和经济社会发展要求，阐述了规划修编的指导思想及原则，指出了规划修编工作围绕流域发展与管理应关注的主要内容。

Making comprehensive planning of Hai River Basin under the guidance of scientific development outlook

The Comprehensive Plan of Hai River Basin was compiled in 1986. It should be revised since it is unsuitable to the current fast development of economy and society in the basin. Considering local conditions and the needs of economic and social development, direction and principle for the revision of the plan are presented. The key contents that should be focused on in river basin development and management during the revision of the plan are put forward.
