入世后我国东部地区矿业发展的战略构想

通过对我国东部地区矿产资源禀赋、开发态势以及存在问题的分析，探讨了东部地区迎接入世挑战的战略构想：(1)加快企业改制的步伐，通过企业在海内外上市筹集资金，促进东部地区矿业的发展；(2)继续以西部为供给基地，同时利用入世后关税下调的有利条件，进口价廉物美的矿产品，并积极尝试海外矿产勘探和投资开发，以寻求东部地区新的矿产资源接替基地；(3)利用东部地区的临海优势，积极开发深海矿产资源；(4)通过严格执行出口许可讧制度和出口配额指标分配制度，树立东部地区矿产品在国际市场上的良好形象；(5)依靠科技进步，提高矿产资源的利用效率，兼顾生态环境效益。最后，提出了战略实施的政策保障措施。

Strategic Conception of the Development of East China''s Mining Industry after China''s Entry into WTO

Based on the analysis of the endowments and exploration situation of mineral resources and the related problems existing in the mining industry in East China, this paper puts forward some development strategies for the region's mining industry to face the challenges brought about by the entry into WTO: (1) accelerating the restructuring of the mining enterprises, raising funds through making them get listed in the markets at home and abroad, so as to advance the developments of the region's mining industry; (2) yet taking West China as the supply base of mineral products for East China, meanwhile, importing low-price and good- quality mineral products under the favourable condition the tariffs coming down after China's entry into WTO, and actively attempting to make investment in prospecting and exploiting oversea mineral resources, so as to seek for the substitute minerals base for East China; (3) taking advantage of the facilities of the East China which borders on sea to vigorously exploit deep-see mineral resources; (4) strictly implementing the export licence and quota system of mineral products to build a good reputation of the mineral products from East China in the international market; (5) depending on scientific and technological progress to increase the utilization level of mineral resources and give consideration of eco-environmental result. Finally, some guarantee measures in policy are suggested for the implementation of the above strategies.
