摘    要:本文简要概述了我省21世纪初水利科学技术发展的方向、原则及防洪和河道治理、农田抗旱减灾、水库减淤排沙、以流域为单元的水资源合理优化调度及高效利用、灌溉节水、集雨灌溉、水土保持、农村水电开发及其管理等八大项关键技术以及实现这些关键技术的主要措施,以期指导我省未来几年的水利科技发展。

Abstract:In this paper,the direction and principles,key techniques and main measures of Shanxi's science and technology development on water conservancy at the beginning of 21 st century are proposed.The direction is to insist on a direction of sustainable development to realize the sustainable utilization of water resources.The principles are giving consideration to both the defense of disaster and derivation of benefits,carrying on the exploitation and conservation of water resources at the same time,and laying equal stress on the development and protection of the water resources.The fields,in which the key techniques that need to be studied and the main measures that should be taken are flood control and river regulation; drought resistance of farmland; siltation preventing and sediment flushing of reservoir, optimum operation and high efficiency utilization of water resources of water catchment which is approached as a unit; water saving in agricultural irrigation; rainwater collecting irrigation; soil and water conservation; development and management of rural hydropower resources.
