| 摘 要： | 现行造价管理体系形成于"九五"期间。进入21世纪以来,电力工业体制改革、投资体制改革和国家加大宏观调控力度等三项变革,使这一体系在执行中产生了不少新的问题。是改变这一体系还是完善这一体系,如何才能更好地适应新形势、解决新问题已成为大家关注的焦点,本文从现行体系特点、造价的变化、三大变革的影响等9个方面阐述本人的认识,供讨论。
