| 摘 要： | 《排污费征收使用管理条例》(以下简称《条例》)的实施是我国排污收费制度史上的又一次变革 ,它改变了原有《征收排污费暂行办法》(以下简称《办法》)中的缺陷和不足 ,进一步规范了排污费的征收、使用和管理 ,必将对我国的环境管理和收费制度产生深远的影响。但同时由于各方条件的原因 ,该《条例》也存在着一些值得商榷之处。作者结合具体的工作实际 ,对《条例》的内容进行了研究学习 ,并力图提出一些个人的观点。

| Abstract: | Implement of pollutant discharge feeing ordinance is another revolution in our pollutant charge institution. It changed some shortages of original system and standardized means of collection, use and management in charge system. It will make deep influence in our environmental management and charge institutions. But while, there are some discussions in the ordinance. From the studying of the ordinance and specific experience in our job, we put forward some views. |
