在生态高敏感区进行煤炭开采和相关产业发展的思考

我国西部省区多属于生态高敏感区。但受经济发展对能源的强劲需求影响,西部地区煤炭资源的大规模开采几成定局,煤化工、煤电一体化战略也纷纷出台。这些战略的实施无疑对西部生态文明建设有重大影响。为此,在初步分析了煤炭开采给西部带来的初步环境影响的基础上,文章提出慎重对待煤化工战略、解决煤炭输出和就地转化矛盾、完善煤炭工业环境影响评价体系、强化积极的环境影响等政策建议。

Considerations on Development of Large Coal Mining and Related Industries in Highly Ecologically-sensitive Areas

Most of China’s western provinces locate at the highly ecological-sensitive areas. However, to meeting the great energy demand stimulated by economic development, large-scaled coal mining in this area has almost decided. Furthermore, the related strategies pushing integrated coal-power and coal-chemistry are worked out. All of these absolutely have significant impact on construction of conservation culture. After analyzing the initial environmental impact of coal mining on local ecological conditions, the paper proposes that it should be caution to coal-chemistry strategies, solve the controversial issue between coal transportation and transformation locally, prefect EIA system of coal industry and enhance the possible positive environment impact.
