欧盟跨境协作政策述要——以InterregⅢ计划和Centrope项目为例

各个成员国间的区域协作一直是关乎欧盟一体化进程的关键。随着欧盟版图的不断拓展，“边境现象”成为区域协作领域中的突出矛盾。欧盟要扮演何种角色、运用何种手段以及搭建怎样的协作平台、建立怎样的运作机制——这些都成为欧盟促进区域特别是跨国境地区平衡发展所不可避免的问题。本文通过对欧盟Interreg以及Centrope项目的介绍，来分析欧盟的跨境协作政策，从这些项目和政策中找到欧盟对上述问题所做出的答案。

Regional Cross Border Cooperation Policies in EU： the Case of the Interreg Ⅲ and Centrope Program

The regional cooperation between the EU member states is always a key factor in the progress of European integration. However, as the territory of EU keeps growing, a problem so called" broader effect" is aroused.
