城市规划电子报批实施方案

开展规划电子报批的意义在于：有助于标准的统一与完善；可将规划业务人员从繁琐的工作中解脱出来；有利于实现低成本的规划图形建库；有效地体现出全过程数字规划支持的理念。广州市城市规划局经过近六年的实践，已逐步建立起“用地红线审批划拨”“修建性详细规划电子报批”“建筑工程方案审查电子报批”“建筑工程竣工验收电子报批”四个规划电子报批应用环节。电子报批系统与规划办公自动化系统彼此相辅相成，共同组建了规划管理信息系统体系框架。

Implementation Plan for Electronic Approval for Urban Planning

The significance of the implementation ofelectronic approval for urban planning lies in thefollowing:it is helpful to the unification and perfec-tion of standards;it helps to free the planning work-ers from the fussy work;it is conducive to the es-tablishment of a bank of planning graphs at lostcosts;it efficiently reflects the idea of whole-pro-cess digital planning support.Through nearly sixyears of technical practice,Guangzhou Urban Plan-ning Bureau has gradually established four appliedsystems for electronic approval for planning,namelythe Land Red Line Approval and Transfer System,Site Plan Electronic Approval System,ElectronicApproval System for Plan Review of Construction Projects,and Electronic Approval System for Ac-ceptance Inspection of Construction Projects,etc.Electronic approval system and planning office au-tomatic system complement each other and togetherform the system framework for planning manage-ment information system.
