电力市场环境下的无功问题

随着电力工业市场化改革的不断深入，出现了许多与无功有关的新问题，例如传统的无功获取和调度方法就不再适应新的市场运营环境。近年来，国内外就电力市场环境下的无功问题进行了比较广泛的研究，文中对此进行了简要而系统的综述。主要内容包括：无功服务的定义，无功服务的成本分析，无功价值评估，无功实时电价，市场环境下的无功获取方法，无功服务的成本分摊等。此外，还对国际上实际运营的电力市场中的无功获取方法进行了简要介绍。在对有关研究工作进行综述的同时，也提出了一些看法。

Reactive Power Related Issues in Electricity Market Environment

With the development of the power industry restructuring, some new problems related to reactive power have emerged. For example, the traditional method for reactive power procurement and dispatching are no longer workable in the competitive electricity market environment. Given this background, much effort has been made in addressing many reactive power related issues in the electricity market environment in recent years, and a brief but yet systematic survey is made in this paper. The following topics are covered: definitions, cost analysis, valuation, spot pricing, procurement as well as cost allocation of reactive power services. Besides, a brief introduction is made to the reactive power procurement methods in several practically operating electricity markets around the globe. In addition to the survey, some comments are also made.
