| Abstract: | This paper conducts an analysis based upon some examples in some districts of Shanghai. It is indicated that a lot of problems i s being in vulnerable group which sharing great proportion in city. And there ar e limits on the policies of our country which had been taken. In the end some ne w measures and active attitude are suggested to attract more attention of all pe ople on vulnerable group. |
