| Abstract: | Overall budget management has been adopted by most of the national and international enterprises as an effective management system. The enterprises can effectively reduce the cost and gain the competitive advantage in the market through practicing overall budget management, improving the management level, setting up modern enterprise management system and mobilizing the activity of the personnel. |
